This is technical hurdle coming from our user data granularity. TikTok is managing user data by grouping, so similar issue is happening with alcohol brand targeting as each country has its own age target guidelines, but we should manage with 21+ whitelist based targeting, which is yielding multiple M$ revenue loss.
